Xu
It is never really confirmed (I think, please correct me if I'm wrong) that Quistis and Xu are best/good friends, but it is my personal belief that she is. Xu is a co-worker and fellow Instructor and appears to be the only real friend and confidant Quistis has before the main events of the game took place.

Dr. Kadowaki
Quistis and Dr. Kadowaki spend a lot of time together. As resident masters of Triple Triad, these two often play the game in the Infirmary for fun. It seems like Dr. Kadowaki is also an important mentor, and their relationship probably dates back many years.

Ellone Leonhart/Loire
"Sis" was a person looked up to by all (yes, even Seifer) of the gang during the orphanage. After she left, Squall became somewhat of a shell who was always waiting for his sister, and Quistis unconsciously took it upon herself to try to fill her position.

During the group's revelation at Trabia and Ellone's role during their childhood became apparent, Quistis realizes that she was trying to become the second "Sis" and look after everyone, including Squall; she categorizes her feelings for Squall as a misunderstood and sisterly love.
